NOTICE IS HEREBY GIVEN hereby given to residents of Anderson County that a draft version the HOME-American Rescue Plan (HOME-ARP) Allocation Plan will be available for review and comment for a 15-day public comment period. During the comment period one Public Hearing will be held.

The County was awarded $2,142,273 in HOME-American Rescue Plan (ARP) funds in a one-time allocation from the U.S. Department of Housing and Urban Development (HUD).

Federal HOME-ARP funding was created to assist individuals or households who are experiencing homelessness, at risk of homelessness, and other vulnerable populations, by providing affordable housing, rental assistance, supportive services, and/or non-congregate shelter, to reduce homelessness and increase housing stability. The HOME-ARP Allocation Plan defines the use of the HOME-ARP grant funds to address these needs within the HUD-approved eligible activities. The County will make funds available for activities once the HOME-ARP Allocation Plan’s associated consultation, public participation process, and HUD approval have been completed through the substantial amendment of the FY 2021 Annual Action Plan. 

The comment period for the County’s HOME-ARP Allocation Plan runs from July 28, 2022 through August 12, 2022.  Further public comment is encouraged at a public hearing scheduled for 4:00 PM on August 8, 2022 held at the Anderson County Historic Courthouse, 101 S. Main St., Anderson, SC 29624. The meeting will be held in-person and virtually. 15-Day Comment Period: The draft HOME-ARP Allocation Plan is available online at  https://www.andersoncountysc.org/public-notice-regarding and in person at the County’s Administrative Office located at 101 South Main Street, Anderson, SC 29624.  Written comments may be delivered in person at the above location or emailed to snewton@andersoncountysc.org. Comments can also be provided via phone (864) 260-1010. 

Public Hearing: The public hearing will discuss the HOME-ARP allocation plan from eligible use activities to reduce homelessness and increase housing stability in the County. Public comments will be accepted during the hearing.

Disability Assistance:  The County will make efforts to provide reasonable accommodations to disabled members of the public in accessing County programs.
