Functions and Responsibilities

The Anderson County Legislative Delegation Office consists of two South Carolina Senators and six members of the South Carolina House of Representatives and one Administrative Assistant. Our mission is to effectively serve the citizens of Anderson County by acting as a liaison between the Legislators and the General Public and to serve as an agency for processing and distribution of Notary Public applications.

Services Provided

  • Resolution of constituent problems and requests.
  • Schedule regular public meetings of the Delegation and notify interested parties.
  • Keep media informed regarding time and content of public meetings.
  • Prepare, Process and distribute Notary Public applications.
  • Confirm attendance and participation of Delegation Members in local and State events.
  • Coordinate trips to Columbia for agencies and other groups within the County.
  • Research legislation, regulations, acts and joint resolutions, and other government documents for the general public.

Don Chapman [R]—(Dist. No. 8, Anderson Co.)—Don was the last child born to a military family of five in 1966 in Yokosuka, Japan. In 1971, the Chapman family settled in Anderson. After graduating high school in 1984, he attended the Savannah College of Art and Design and, in 1989, received a double major, a Master Degree in Architecture and a Bachelor’s degree in Interior Design. After returning to Anderson, he established Chapman Design Group, Inc. in 1994 and, the following year, married his wife, Amy. Don loves his community and enjoys being very active in Anderson. He currently serves as a Councilman for the City of Anderson – Seat 2. In addition, Don has served as president of the Home Builder’s Association of Anderson, Anderson County Arts Center, and has served on a variety of boards and committees. Don is the Developer and Builder of Stonebridge at Rankin’s Lake, which is proud to be “South Carolina’s First All-Electric Energy Star Community.”

Beach, Thomas [R]—(Dist. No. 10, Anderson Co.)—  Thomas Beach was born and raised in the Uncompaghre River Valley on the Western slope of the Rockies by a cattleman who married a Mexican maiden. His father was fed up being cold and wet decided to go to medical school and took Thomas and his three other siblings to Birmingham, Alabama. Thomas Beach graduated from a North Alabama high school and joined the US Army. He is a three-time volunteer. Once for the infantry, the second time to go airborne, and a third time to be an Army Ranger. Out of a class of 120, Thomas Beach and 19 other soldiers passed assessment and went on to join the 75th Ranger Regiment. After his military service Mr. Beach met his wife, Glair, in Brazil where they were married. He returned to the United States with his bride and they have 3 children. Thomas graduated from the University of North Alabama and decided to have his children born and raised in South Carolina. He is an independent Real Estate agent and he and his family reside in Piedmont. Thomas Beach entered politics to fight for our values, our families, and the three inalienable rights granted by our Creator.
